I would definitely use the skill page to contact the developer, to let them know they need to enable Alexa plus features for their Amazon Alexa skill, you may need to contact Amazon as well.

He might want to also try using the word, skill, when trying to open a skill. And you could try launching it from the store skill page as well, it's a learning model, so the more you do something or show it what to do the more it learns what to do.
