Disabled or not, nobody gets a pass on being a creep, if this behaviour is repeated more than once, thats a problem. Furthermore I think you're confusing non verbal with developmentally delayed, and they aren't always mutually exclusive. I think in either case though people can be taught right from wrong, I think the tldr for how to do it though is better education. Better training for spec ed teachers, more government funding towards disability as a whole.... That kinda thing. I do also think the general public could be more educated on cognitive disabilities and disability as a whole, (you've gotten lots of blind related questions I'm sure), but lots of kids don't grow up with support, the parents struggle, this shit happens. Thats my take on it.
