Haha, funnily enough their unique ability reflects this. Literally called the helenic league and gives them bonuses to befriending or allying city states.

I missed this but you can totally play as England, and Elisabeth is in fact the leader. They get bonuses to naval warfare and espionage, the ability changes somewhat depending on which version you play. Known for their ships of the line and the english longbow, which they retain across all mods though in some they are less good - but in vanilla ship of the line is a terrifying unit. In vox populi, the most popular single player mod, they also get some steam factory thing and the white tower for diplomacy - I've never played them in there. Lol sorry for nerding out!
