Okay, I just learned something, if you have the Be My Eyes app if you go to service directory and technical Dell and Microsoft are categories, I would start with Microsoft for assistance.

If you just purchased the laptop from somewhere with a store front I would ask them to re-image it and show them the problem. I would hope they can do that for free. My daughter’s boyfriend had his new laptop crash, it was most likely a ram issue, he got a new one with an upgraded video card for $40 because they didn’t have the exact model. You know what you might want to try is the Microsoft accessibility help desk. Maybe someone on here has their information or I can track it down for you. I hope they would be able to fix a known issue like yours.

If you google how to reregister the settings app in Windows 11 there are some good solutions, I would use the PowerShell command and of course going to settings won’t work for your problem. Links don’t work well but if you need a link I can paste it.

Well, you installed NVDA on it so you must have Administrator rights, try this bring up the Windows Run dialog by using win+R in the dialog type control.exe then hold down the control and shift keep and press enter. It should come up with something similar to settings to get you started. Let me know if that works and we can go from there. It seems a little like a corrupt index file if everything else is working.
