I also have a thing that I made, a series of scripts in Powershell which apply a lot of the harmless tricks from ReviOS, which is a Windows system image modifier. I took the things that are harmless from it, I transformed them into Powershell scripts, and I have them. I can give them to you if you want to gain some performance boost. It really is felt.

Also, if you want more helpful tweaks applied quickly, I will recommend WinAeroTweaker again. You can fix a lot of win11 nonsense with that.

I'd try to see if the other screen readers do this hell with Notepad. It works propperly with Zhengdu screenreader, I am a fulltime Zhengdu user. As for the contact picker issue, it's the context menu hell, another thing I absolutely hate. You can do the registry trick Mario told you about, or you can press Shoft+applications and it'll go away and use the full one instead.

Regarding the Notepad finding feature, I don't think there is a solution for that one. I even pulled up the HJ Pad and that doesn't say anything at all. If you want something like that ChatGPT recommends the NotePad++ application.
