Particularly in movies, a lot of the sounds are added in later. It's much easier to do this than try to get the audio right when they're shooting. Remember that microphones have to stay out of shot. Bigger budget movies will even re-record the dialogue in a recording studio in order to get better audio. Anyway, either way, the eating sounds would almost always be on separate audio tracks, and the director would be able to choose how loud it would be in the final mix.
