I hear it every time I open the Ramblio app as well. I think it's something similar to hearing "loading" when opening a webpage.

Two things; first, it's not voiceover that is busy. It's ramblio loading the recording page. Second, there is a VoiceOver setting in your rotor, calledToggle Live Regions and Announcements, and if you turn that off, dynamic content that changes on the screen will not be read by VoiceOver when it changes. If you would like to stop VoiceOver from doing that, you can turn it off for each app.
