I did some research yesterday on this because I thought I remembered actual Youtube policy pages urging if not requiring CTA material in posts. It appears that what I remember was not requirement or urging but was more likely advice or recommendation, based on the idea that it works. I agree with Leo though that platforms are effectively encouraging this concept of expecting interactions, if not by advising than at least by algorithms.
