And some people get even worse overtime.
Goldfingas
People can change, but they often lack the effort to do so. There are always exceptions though.
Charles H
Some people believe that people can change if they want to, so they re-evaluate those people from time to time. From that perspective, being able to unblock someone and have a timer on it makes sense. That's an example of using the tool in a healthy way. As Josh points out, not everyone will use it that way, hence the timer.

Makes sense.

Once I block someone, they're usually is no reason for me to unblock them. By the time you get to my block list, I am completely done with the interaction between that person. I no longer care to engage at all with that person. So I don't have to worry about waiting 48 hours or any length of time. Once you're blocked, you're blocked. Lol
Josh S
the reason for the block cooldown is to stop people unblocking, sending abuse and reblocking; other social media platforms have similar funcionality. So basicly, to stop people abusing the protection.
Chrystal A
The other annoying thing about the block feature, is that if you unblock someone, you have to then wait another 48 hours minimum before you can reblock them. I'm wondering why such a big length of time? Is it possible to bring that down considerably, or better yet, dispense with it altogether.

It should, provided it hasn't cached them already, but the cache shouldn't live forever anyway.

there is a ton of about 40 people that are on what we call, our shit list. Those generally are those trouble makers that love nothing more than bash or trash other people and ruining things for them selves and others. After all, if someone comes across to us as immature, recalcitrant, bullying or harassing and offencive in any way, those are the outsiders and don't belong anywhere near us, or anywhere else for that matter.
