It's because ramble recording and hangouts use two different audio processes. You can't run both at the same time. And yes I know processes isn't the right word but each platform has its own lingo so I chose my own instead lol.

"I believe that is a limitation of the mobile o s your running, not the hardware. Your hardware in your phone can do it, but the software fraimwork limits it, to doing 1 thing ata time, so you can't record a ramble and be on the phone in a hangout, at the same time, if that helps.
