Yes it's definitely a British thing, although where I'm from it's talk rather than chat, and Wales rather than England. E.G. she can talk for Wales!

Gonna put forth Chatty Charlie for the male equivalent of Chatty Cathy, which I don't actually like because it's not fully alliterative the way it should be. Americans also say Chatty Cathy a lot. And I have heard the "can chat for England" phrase before because I used to talk to a lot of Brits in my youth lol.

I’ve never heard this anywhere but I like it. I’ve also heard english people describe someone who talks a lot as a Chatty Kathy and I also love this. Not sure what the male equivalent of that is though.
