The only person that had a fan on any school bus I ever rode was the driver. We had absolutely nothing. You could reach up and slide the window down, but that didn't even create a draft at all. The windows of course were above your head. And those vinyl seats made the experience even worse.

I remember when I was in public school we had older buses they had no air-conditioning just fans on the bus and we were sweating

And like Fred said, we live in a very liable society. With all of the different medication's that people are on these days, there could be some on medication's where they can't handle heat. And of course that could lead to a lawsuit if something bad were to come of it. School is so much different from what it was like when I was there which really wasn't all that long ago. But now you can't even take peanut butter sandwiches in your lunch anymore, everybody took peanut butter sandwiches when I was in school. That was a very popular lunch item.

Schools still have windows, but most of the newer buildings are the kind of windows that you cannot open. And of course schools have to be locked down now, so opening doors and various other things is not an option anymore. So if the AC goes out, you're just stuck in the sealed building with no ventilation because everything is dependent on the HVAC system. And I would imagine if they're closing for heat it must have to do with the air-conditioning systems.

Kids these days could have never survived our childhood. Practically all of the school buses here in Texas now have air-conditioning, we did not. And you can't get a draft going through those older school buses even with all the windows down. You would walk up those three steps and the heat would literally take your breath away. And you had to be on that damn bus for 30 to 45 minutes before you get off. But that was just part of living. Suck it up and deal with it.

I can definitely see where you're coming from with this, but I can also see the other side of it as well. If some of their school buildings are newer buildings, they might not actually have windows that can open which would let a breeze blow through. If the air conditioning ever went out in older buildings they could open the windows and at least get a draft going. So it very well could get extremely hot in a sealed building that you can't open the windows in.
