Yes, this is Bestspeech. I’m pretty sure it also used a variation of the Klatt formant synthesizer.

Yes, that's called Bestspeech. Berkeley speech technology started it in the early 90s, and eventually it was taken over by pulse data and was turned into keynote gold in the late 90s, I wanna say around 98 or so but not intirely sure.
