To answer the original question, I believe Apple now accepts UK passports for verification in addition to proof of age cards like Citizen card etc. You can also use a credit card but not a debit card. I didn’t have to do it in the end because Apple assumed I was an adult based on the age of my Apple ID which might also work for you if you have had your account for several years.
