Most studies that track approval over an entire term show that the highest average rating belongs to Kennedy. His term was short, but his approval stayed very strong while he was in office. The lowest average rating belongs to Truman if you count his full presidency, because his numbers dropped sharply during the later years of the Korean War. More recent presidents usually fall somewhere in the middle, with ups and downs depending on the events of their time.
@txblind while it is true that Harry Truman has the lowest single approval rating by a president. The lowest average approval rating over a term belongs to Trump at 41%. This is lower than Truman‘s 45.5%. This is according to Gallup.
