I don't think there are special rules for secondary accounts, just the same as for primary ones. As for the block evasion concept mentioned in comments: If you post at someone that blocked your main account from a secondary one, I'm sure you'll get blocked on the secondary one also. Not so much a special rule, just a fair probability. Making scads of accounts to avoid something has always been unwelcome, so using the second-account feature to do that, same deal.
