I understand this is not quite a solution to your question, but if you haven’t already you should check out apps like Seeing AI and Be My Eyes. Both work reasonably well and scan text quite effectively. Apple can also do it natively in the Camera app as well. In regard to restaurant menus and bills, whilst it can work it sometimes is a bit inaccurate due to things like lighting, the layout of the menu, How clear the picture is etc etc
