My mom had the same issues as you when she got her new phone last year. She doesn't use any kind of vpn. I finally ended up getting it to connect to the Internet at my place, but even then she was having trouble. She was missing a lot of her apps if I remember correctly. So I ended up having to update her phone and then restore from an iTunes backup that I made of her old phone and luckily everything was fixed but god it took me almost every bit of two hours to get it done because of the updateing and the restoring process. You would think when she got the new phone that it would have been updated to the latest OS, Evidently this one wasn't and I was told so by ITunes. I believe it was still on the version of ios that came out before 26.
