The only one I know of that might work is zedit.
If you’re talking about converting video, especially YouTude videos, you might want to check Dirpy. They have a free tier, but it does have expected limitations. Not an app, but this is a website that I used to convert videos that I've downloaded into MP3 files on my iPhone.

Dolby on, you can upload any video to it and change it into an M4 a file if you want MP3s and things like that RWAV files I don’t know if it does that, but I know for a fact, you can use it for this well at least what you’re asking

This is the reason I suggested Dirpy. With Dirpy, you don’t need to have the file already downloaded, you just need the link. The way you’re doing it, you would need to first do a screen recording of the video and listen to it in it’s entirety. With Dirpy, you can append the link with time stamps at the start and finish which would then let you do the conversion without the extra step of downloading it first.

@DOTS: Check my first response; there you’ll find the link to the Dirpy website; it’s not an app. I believe you can convert a YouTube video up to 20 minutes for free which is why I recommend placing timestamps at the end of the YouTube URL so you don’t go over the time limit. Good luck.
