I agree. And the problem you mentioned about the hysteria around cities is, to some extent, supposed to be addressed by the way the Senate is set up

I forgot to state that in the ramble. But my personal favorite proposal for achieving this would be the Wyoming rule, which is basically what you  mentioned in your comment. The representative to constituent ratio would be set to that of the smallest state, which is Wyoming with 585,000 people. Therefore, each district would have around that same number.

We should definitely uncap the House of Representatives. They should use the population of the smallest state as the guideline: 1 for every 500,000.
