DocuSign is nice if you can get the sender to use it.

if you use the Be My Eyes Ai assistant, you can get a photo of the PDF document and you may have to take more than one photo to get each page, but it is doable. You write down the answers in a note and then you send that document back to the person who sent you the document, along with your other document with the answers and ask them specifically to write those answers into the document for you.

The other thing I forgot to mention was, when you send the document back with your answers, you have them sign the document on your behalf by consenting that you agree in writing so you don't actually have to sign the document. If you'd like to sign the document yourself, you can use Docusign and create a signature for all of your documents and simply use the same saved signature each time. Some PDF documents allow you to double-tap the Markup button and from what I'm recalling off the top of my head, you touch the screen anywhere in the document and drag your finger until it says to start sketching. If you're using a different device other than a phone, Docusign is better.
