Try searching for "Speech" in control panel or settings.

I figured it out. I had to go into C:\Windows\SysWOW64\Speech\SpeechUX to find the thing I was looking for cause windows 25h2 changed it to where you can't speach recognition. so you have to go to that folder and find sapi.cpl and hit enter on it to change the sapi voice.
