Are People who are born completely blind or partially sighted less likely to get Guide Dogs?

I would say the bit about canes hitting things and making sighted people more nervous, and dogs and dog owners just walking around them, is accurate. I disagree on the speed thing though; I'd say that's very much a function of the person and how much training the person has had. I've seen some blind cane users book faster than everyone one a city sidewalk. Heck, sometimes I probably was one of them lol. The original question fascinates me though: I doubt there is a connection between age of blindness onset and preference for a dog, but I wonder.
