You have to go to settings, accessibility, scroll down to personal voice, and select create a personal voice. Then follow the steps to create it.

I was looking in the wrong place then I thought it was in the VoiceOver settings themselves

Had no idea this could be done. Sounds cool. Would use it if I liked my voice, but alas, that is not the case. lol
