  A new build is on the way. Apparently that's IOS's voice mode. Video mode works better.

  Now that is a little different that it would just come out of the earpiece speaker and not both speakers because mine's always came out of both speakers as far as the audio. I haven't been to a hangout in a while, but I know early on with hangouts once you left to hang out you would have to close the app in the app switcher and reopen it because any audio you would play after that would be very low. So I would suggest that you close the app in the app switcher reopen it and attempt to play a ramble and see what it does at that point.
