No they never pulled iOS 26, they released a second release candidate for iOS 26 which is the final version before it goes public. But today 26.2 was released to the public so everyone who has a supportive phone should be eligible to get it.

Give it some time dear. Aren't you in Canada? It might take a little while to be released there. Check back in a couple of hours for it. Or just look at your notifications ever so often and see if it's there.
